Memorandum
Attached for your review and approval is a resolution to authorize a Professional Services Agreement with CTI & Associates, Inc. (CTI) for construction materials testing services in the amount of $47,420.00 for the West Stadium (Suffolk to Hutchins) Improvements Project.
This project consists of the reconstruction of West Stadium Blvd from Suffolk Ave to Hutchins Ave and all related utility work. The construction is scheduled for March to November 2010 in order to avoid conflict with the reconstruction of Stadium Bridges anticipated to begin in November.
We received proposals from seven firms for the required construction materials testing services. Project Management staff evaluated the proposals and selected CTI based on the proposal, staff qualifications, past involvement with similar projects, and cost. CTI received Human Rights and Living Wage approval on May 11, 2009.
Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete. Funds for the requested services are available in the project budget for the West Stadium (Suffolk to Hutchins) Improvements Project.

Whereas, It is necessary to retain a qualified testing firm to perform testing services for the West Stadium (Suffolk to Hutchins) Improvements Project;
Whereas, Proposals were received by Procurement and evaluated by Project Management staff on the basis of staff qualifications, past involvement with similar projects, proposed work plan, and cost;
Whereas, CTI & Associates, Inc. of Wixom, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City therefore, all of which are agreeable to the City;
Whereas, CTI & Associates received Human Rights and Living Wage approval on May 11, 2009; and
Whereas, The required funds for the construction materials testing services are available in the project budget for the West Stadium (Suffolk to Hutchins) Improvements Project;
RESOLVED, That a Professional Services Agreement with CTI & Associates, Inc. in the amount of $47,420.00 be approved for construction materials testing services for the West Stadium (Suffolk to Hutchins) Improvements Project;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator;
RESOLVED, That City Council authorize the City Administrator to approve change orders to the agreement within the project budget; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
