Resolution Recognizing The Pioneer Band Association as a Civic Nonprofit Organization Operating in Ann Arbor for the Purpose of Obtaining a Charitable Gaming License
Memorandum
To obtain a charitable gaming license under Michigan law, a nonprofit organization is required to submit a resolution from its local governing body recognizing it as a community-based organization.
 
The Pioneer Band Association was established in 1985 as the official parent/student support group of the band program at Pioneer High School. It has 501(c) 3 non-profit status.
 
The band program at Pioneer High School offers all students the opportunity to participate in a nationally recognized music education program. The Pioneer Band Association has provided the critical funding necessary in the past to maintain the program at a high caliber. Due to the current economic situation, the Band Association is looking for new methods of fundraising, including hosting a raffle.
 
Passage of the attached resolution will enable The Pioneer Band Association to further its fundraising efforts by permitting the organization to conduct a raffle. This resolution is required in order to obtain final approval from the Charitable Gaming Division of the Bureau of State Lottery for the event.

Whereas, P.A. 382 of 1972, as amended, requires that local civic nonprofit organizations be recognized by resolution adopted by the local governmental subdivision in which the organization conducts its principal activities and that a copy of said resolution be filed with any application for a license to conduct a bingo, raffle or charity game(s);
 
Whereas, The Pioneer Band Association has requested that it be recognized as a nonprofit organization operating in the community for the purpose of obtaining a charitable gaming license; and
 
Whereas, The Pioneer Band Association is a local civic nonprofit organization as defined by P.A. 382 of 1972, as amended, which should be recognized for its efforts to support public school music education and band programs;  
 
RESOLVED, That City Council hereby approve recognition of The Pioneer Band Association as a local civic nonprofit organization operating in the Ann Arbor community for the purposes of its charitable gaming license application as required by P.A. 382 of 1972, as amended; and
 
RESOLVED, That the City Clerk be directed to provide a certified copy of this Resolution to The Pioneer Band Association and to take all necessary administrative actions to provide notice of this Resolution to the Charitable Gaming Division, Michigan Department of Treasury.
