Resolution to Approve a Request from the University of Michigan to Close Portions of North University Avenue and Prohibit Sidewalk Occupancy Permits and Peddler Licenses During University of Michigan Spring Graduation Commencement Ceremonies

Memorandum

Attached for your review and action is a resolution that will authorize the closure of the eastbound lanes on North University Avenue between Fletcher and Thayer from April 16, 2008 through April 30, 2008, prohibit the issuance of sidewalk occupancy permits and peddlers licenses on Saturday, April 26, 2008, and invalidate all sidewalk occupancy permits and peddlers licenses previously issued by the City inside the designated area on the date of the event.

 

Due to construction occurring at Michigan Stadium, The University of Michigan intends to hold 2008 commencement ceremonies on the Diag on Saturday, April 26, 2008.  For safety reasons, the University has requested that the City close North University Avenue between Fletcher and Thayer from April 16, 2008 through April 30, 2008 to allow for set up and take down of the event, and refrain from issuing sidewalk occupancy permits and peddlers licenses and invalidate previously issued permits and licenses for Saturday, April 26, 2008 in the designated area listed below (and as shown on the attached map):

 

North University - both sides of the street from State to Church

 

State Street - both sides of the street from North University to Madison

 

South University - both sides of the street from State to East University

 

Thayer Street - both sides of the street from North University to Washington

 

Fletcher Street - both sides from Huron Street to North University

 

Affected City Service Areas, area merchant representatives and UM officials have met collectively and individually to discuss the University’s request and need for City services.  As a result, it has been determined that the request is reasonable and necessary for the safe conduct of the event.  Requested services can be provided and there will be certain costs associated with providing assistance by the below noted Service Areas as follows:

 

Police Services                                                               $1,000.00

Solid Waste                                                                                     $1,500.00

Transportation                                                               $1,000.00

Fire Services                                                                                    $3,760.00

 

Total Estimates Expenses                                          $7,260.00

 

The University will reimburse the City for expenses and has arranged for utilization of City parking structures per agreement with the DDA. Traffic plans and other event-related matters have been coordinated with Police Services, Transportation, DDA and the University Department of Public Safety.

Whereas, The University of Michigan is unable to hold the traditional 2008 commencement ceremonies inside Michigan Stadium due to construction activity at that site;

 

Whereas, The University of Michigan wishes to hold its 2008 Graduation Commencement Ceremonies on the Diag on the University campus on Saturday, April 26, 2008;

 

Whereas, In order to safely conduct this event, The University of Michigan has requested that the City authorize the closure of the eastbound lanes on North University Avenue between Fletcher and Thayer from April 16, 2008 through April 30, 2008, and prohibit the issuance of sidewalk occupancy permits and peddlers licenses inside the designated area described herein on Saturday, April 26, 2008;

 

Whereas, The designated area for the prohibition of sidewalk occupancy and peddlers is described as follows:

 

North University - both sides of the street from State to Church,

 

State Street - both sides of the street from North University to Madison,

 

South University - both sides of the street from State to East University,

 

Thayer Street - both sides of the street from North University to Washington,

 

Fletcher Street - both sides from Huron Street to North University; and

 

Whereas, The University of Michigan has requested that any and all sidewalk occupancy permits and peddlers licenses previously issued by the City inside the designated area be made invalid on Saturday, April 26, 2008;

 

RESOLVED, That City Council approves the request from The University of Michigan to close the eastbound lanes on North University Avenue between Fletcher and Thayer from April 16, 2008 through April 30, 2008, and prohibit the issuance of sidewalk occupancy permits and peddlers licenses within the designated area for Saturday, April 26, 2008; and

 

RESOLVED, That City Council approves the request from The University of Michigan to make invalid any and all sidewalk occupancy permits and peddlers licenses issued by the City inside the designated area for Saturday, April 26, 2008.
