Resolution to Approve the Purchase of Three Automated Side Load Refuse Trucks from Fredrickson Supply ($797,016.00)
Memorandum
The attached resolution authorizes the purchase of three 2010 Mack LEU 613 truck chassis with Labrie Long Reach Helping Hand automatic packer bodies for $265,672.00 each for a total amount of $797,016.00, from Fredrickson Supply of Grand Rapids, MI with funds from the Motor Equipment Fund, reserved for Solid Waste.
These units will replace five manual side load trucks currently being used by the Public Services Area, Field Operations Unit. All five trucks are primarily used for compost collection. They are also used when an automated solid waste truck is out of service for maintenance or repair.
The efficiency gained by ordering automated trucks will allow us to reduce the fleet of refuse trucks by two. These new trucks will go into year round service collecting solid waste and the three oldest solid waste trucks will be moved into compost collection. Although all the trucks have automated arms for picking up containers they are configured so that the driver can still manually load the bags and bundles allowed in compost collection.
Truck number 8668 has been in service for 11 years and has over 15,800 hours of use. Because of its age and excessive hours, this truck is no longer reliable. The packer body needs to be rebuilt. The useful life of the engine and transmission in this type of truck is normally 10,000 to 12,000 hours. The fact that this truck has 3,800 more hours than the high end of this range indicates replacement of both the engine and transmission will likely be necessary during the next season of use. This truck will be removed from service and sold at the next City auction.
Truck number 8669 has been in service for 11 years and has over 16,175 hours of use. Because of its age and excessive hours, this truck is no longer reliable. The packer body needs to be rebuilt. The useful life of the engine and transmission in this type of truck is normally 10,000 to 12,000 hours. The fact that this truck has 4,175 more hours than the high end of this range indicates replacement of both the engine and transmission will likely be necessary during the next season of use. This truck will be removed from service and sold at the next City auction.
Truck number 8671 has been in service for 8 years and has over 12,500 hours of use. Because of its age and excessive hours, this truck is no longer reliable. The packer body needs to be rebuilt. The number of hours on this truck have reach the normal life for the engine and transmission and it is likely that one or both will need to be replaced in the next year of service. This truck will be removed from service and sold at the next City auction.
Truck number 8672 has been in service for 9 years and has 13,450 hours of operation. In the last two year, repair records show that it has been in 55 times for maintenance and repairs of which 30 (55.5%) has been for breakdowns. Truck # 8673 has been in service for 7 years and has 9,050 hours of operation. In the last two years, records show that it has been in for maintenance and repairs 34 times of which 18 (53.0%) has been for breakdowns. The average cost of maintenance and repairs for these two trucks has exceeded $22,500 per year.
The Procurement Office of the Financial Services Area solicited bids for replacement of the automated side load refuse trucks and Fredrickson Supply was the sole responsive bidder, offering the Labrie brand packer body on two different chassis.
Responses from Fredrickson Supply to our bid were as follows:
Labrie packer on Crane Carrier Chassis $293,492.00 ea $880,476.00 Total
Labrie packer on Mack Chassis $265,672.00 ea $797,016.00 Total
The Mack chassis deviates from our original specification of a Crane Carrier chassis. The deviations consist mainly of different brands of front axles, engines, and model of transmissions. We feel that these exceptions to the specifications are acceptable when considering the cost savings of $83,460.00 over the purchase of all three trucks.
Fredrickson Supply received Human Rights approval on November 17, 2008.

Whereas, The Fleet and Facility Unit needs to purchase three replacement refuse trucks for the City's fleet;
Whereas, The purchase of these trucks improves the efficiency of operation and allows a net reduction of two refuse trucks;
Whereas, Fredrickson Supply is the sole responsive bidder to Bid # 3974 at a cost of $265,672.00 each for a total cost of $797,016.00;
Whereas, Funds for this purchase are available in the Motor Equipment Fund FY 09 budget; and
Whereas, Fredrickson Supply received Human Rights approval on November 17, 2008;
RESOLVED, That City Council approve the issuance of a purchase order to Fredrickson Supply for the purchase of three 2010 Mack LEU 613 chassis with Labrie Long Reach Helping Hand automated packer bodies in the amount of $265,672.00 each for a total of $797,016.00 from the FY09 Motor Equipment Fund budgets with the funds to be available without regard to fiscal year;
RESOLVED, That all five vehicles being removed from service, 8672, 8673, 8667, 8668 and 8671, be sold at the next City vehicle auction; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
