Resolution to Reduce Fees at the City’s Golf Courses Effective for the 2008 Golf Season and Increase the Senior Citizen Qualification Age

Attached for your review and approval is a resolution to reduce fees at the City’s golf courses for the 2008 golf season.
In its December 2007 report the City’s golf consultant, Golf Convergence, Inc., recommended that golf fees be reduced in an attempt to stimulate increased demand and to be more competitive with the fees charged by other area golf courses. The consultant also recommended increasing the senior citizen qualification age to 56 for 2008 and to increase the threshold by one year each year thereafter until the age to qualify for senior rates is established at 62.
The Parks Advisory Commission, at its January 15, 2008 meeting, approved a number of recommendations for improvements at the golf courses. PAC’s recommendations include the award of a liquor license to Leslie Park Golf Course, the attached daily and season pass fee reductions and the increase in the senior citizen qualification age which are being brought to Council now to allow adequate time to promote the fees for the upcoming season. The additional recommendations include significant operational and capital investments for the golf courses. Those capital and financial recommendations are being evaluated by staff, and will come to Council with the upcoming budget recommendations for 2009.
The attached, recommended fee schedule sets out reduced fees effective for the 2008 golf season.

Whereas, The attached fee schedule sets out a reduced fee schedule for the 2008 golf season;
Whereas, The consultant also recommended increasing the senior citizen qualification age to 56 for 2008 and to increase that threshold year by one year each year thereafter until the age to qualify for senior rates is established at 62; and
Whereas, The Parks Advisory Commission recommended approval of these changes;
RESOLVED, That fees at the City’s golf courses be reduced for the 2008 golf season in accordance with the attached fee schedule; and
RESOLVED, That the senior citizen qualification age be increased to 56 for 2008 and one year each year thereafter until the age to qualify for senior rates is established at 62; and
RESOLVED, That the caps be removed from season passes on the proposed fee schedule and staff include a balanced season pass for use at both Huron Hills and Leslie Golf Courses.
