Attached for your review and action is a resolution to approve the purchase of two vault style restrooms from Quality Precast, Incorporated in the amount of $34,558.00 for Leslie Park Golf Course per Bid #4005.
The on-course restrooms are part of the Council approved golf course recommendations for capital improvements at Leslie Park Golf Course. The original anticipated budget for the on-course restrooms and safety shelters was $120,000.00. Site work and installation is now being done in-house, dramatically reducing the cost. Staff has consulted with Planning and Development staff to verify that no permits are needed for the installation of these vault style restrooms. Because these are vault style restrooms and have no water/sewer connection, staff are not required to have licensing permits to install. Also, existing safety shelters have been repaired as opposed to incorporating them with the restroom structures, thereby also significantly reducing the anticipated cost.
Currently, Leslie Park Golf Course rents portable restrooms, which are unsightly and costly to maintain. The vault restrooms are attractive, permanent structures. Additionally, maintenance costs will be reduced as the vault restrooms only require pumping once or twice per season as opposed to weekly maintenance for the portable restrooms.
Funding for the restroom purchase is included in the approved FY 09 Park Maintenance and Capital Improvements Millage (Fund 71).
Bid documents were advertised on MITN and sent to qualified manufacturers. Four companies submitted bids for the project as follows:

Quality Precast, Incorporated meets the living wage and prevailing wage requirements and received Human Rights approval on March 6, 2009.

Whereas, The purchase of on-course restrooms for Leslie Park Golf Course is in the approved FY 09 Park Maintenance and Capital Improvements Millage budget; and
Whereas, Quality Precast, Incorporated received Human Rights approval on March 6, 2009 and complies with the living wage and prevailing wage requirements;
RESOLVED, That City Council approve the purchase of two vault restrooms, per Bid #4005, from Quality Precast, Incorporated for $34,558.00; and
RESOLVED, That the City Administrator is authorized to take all necessary administrative actions to implement this resolution.
