Resolution Authorizing Road Improvement Charge for 3175 Glazier Way ($38,129.91)
Memorandum
Your approval is requested to levy road improvement charges of $38,129.91 on the property known as 3175 Glazier Way. In order to receive City utility services, the owner requested annexation from Ann Arbor Township, which was completed on December 27, 2007, as notified by the State of Michigan. The property has paid the applicable connection and utility improvement charges, and is "active" for sanitary sewer and water service as of July 6, 2005. Glazier Way was improved as part of the 2000 Glazier Way Road Improvement Project that included pavement, curb & gutter, streetlights, sidewalks, water main, sanitary sewer, and storm sewer.
The property owner needs to now pay the property's share of the existing improvement charge through the City improvement charge levy as required under section 1:278, Chapter 12, of the Ann Arbor Code. The $38,129.91 Improvement Charge is to be levied and then made payable in 15 annual installments at 7.0% interest per annum on the unpaid balance.
It is therefore recommended that Council levy the improvement charge according to the terms described above.

GRAND TOTAL OF IMPROVEMENT CHARGES $38,129.91;
Whereas, The property at 3175 Glazier Way annexed into the City of Ann Arbor on December 27, 2007, as notified by the State of Michigan;
Whereas, The property at 3175 Glazier Way was included as part of the Glazier Way Improvement Project constructed in 2000; and
Whereas, Pursuant to Section 1:278, Chapter 12, of the Code of the City of Ann Arbor, the fair share of the cost of said improvements is levied against certain properties and this fair share has not been previously paid nor contracted for;
RESOLVED,
1. That Council levy an improvement charge against the following annexed property which is specifically benefited by the above improvements:

That this improvement charge is divided into 15 equal installments; the first to be due on June 1, 2008, and the 14 subsequent installments to be due on June 1 of each and every year thereafter, with the deferred installments of the improvement charge to bear interest at the rate of 7.0% per annum commencing June 1, 2008;
4. That the Public Services Area be directed to send a copy of this resolution by first class mail to the owners of the property and to promptly have this resolution recorded in the office of the Register of Deeds of Washtenaw County, Michigan; and
5. That this levied improvement charge be invoiced to the owner, Elizabeth Dale, of the property known as 3175 Glazier Way, City of Ann Arbor, Washtenaw County, Michigan 48105, at 808 S. Clinton Street, Stockbridge, MI 49285, and to be credited in the amount of $38,129.91 to Fund 0062-040-4599-7151.
