Please find attached for your consideration a resolution that authorizes a contract with Rantoul Truck Center, LLC for the rental of eight rear load refuse trucks with cart tippers for use in the City's fall leaf collection program.  
 
This year the City is making the transition to provide fall leaf collection through the established weekly curbside yard waste collection program.  Leaves may be placed in curbside carts designated for yard waste or in compostable lawn and leaf bags for collection at the curbside.  Following a first offering of carts for yard waste in 2009, and to assist residents in the transition, the City again made available, at a discounted price, curb carts to residents earlier this summer.  Carts ordered by residents during that offering will be delivered to residents in late September.  
 
The solid waste millage revenues have been decreasing, putting pressure on the services this dedicated millage supports. Providing leaf collection through the existing curbside yard waste collection program allows the City to continue the fall leaf collection service to residents.  In addition, removing the pickup of bulky leaves in the street will reduce neighborhood issues with safety for bicyclist, vehicle parking and plugging of storm drains.  Additional environmental benefits are also anticipated with reduced pollutant loadings to the Huron River associated with leaf litter.
 
Based on historical data, the majority of leaves are anticipated to be collected in the period beginning October 25 through December 17, 2010.  In order to accommodate leaves set out either in carts or in bags, while also handling the additional volume at curbside, supplemental equipment is needed in the form of trucks that can tip carts as well as compact leaves.  The cost for these rentals was anticipated and calculated in the cost savings for the service change.

Funds were budgeted and are available in the FY11 operations & maintenance budget of the Solid Waste Enterprise Fund.  Included in this resolution is a contingency of $22,000.00 for two additional week of rental based on a weekly rental rate of $1,375.00 per truck.

Whereas, The City has made the transition to using the weekly yard waste program for the fall leaf collection;
 
Whereas, The new program will allow residents to manage their leaves throughout the fall instead of saving their leaves for the two street pickups;
 
Whereas, To make the program more efficient the City will need to rent rear load refuse trucks with cart tippers for use during the fall leaf collection period;
 
Whereas, The refuse trucks have packers (compaction equipment) which allows staff to haul 65 more yards of leaves per load;
 
Whereas, Competitive bids were received by the Fleet and Facilities Unit of the Public Services Area and Rantoul Truck Center, LLC was the lowest responsible bidder;
 
Whereas, Rantoul Truck Center, LLC received Human Rights approval on August 24, 2010; and
 
Whereas, Sufficient funds are budgeted in the Public Services Area Solid Waste Enterprise Fund adopted FY11 budget;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute a rental contract with Rantoul Truck Center, LLC after approval as to substance by the City Administrator and as to form by the City Attorney; and
 
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
