Memorandum

Attached for your review and approval is a resolution to authorize a Professional Services Agreement with Inspection Services Company (ISC) for construction materials testing services in the amount of $46,705.00 for the 2008 Street Resurfacing Project. 

 

This project consists of the resurfacing of approximately 22 local streets throughout the City, as well as the reconstruction of the South Main Street / West Eisenhower Parkway intersection.  The construction is scheduled for April 28, 2008 through September 2008.

 

We received proposals from eight firms for the required construction materials testing services.  Project Management staff evaluated the proposals and selected ISC based on the proposal, staff qualifications, past involvement with similar projects, and cost.  ISC received Human Rights and Living Wage approval on March 5, 2008. 

 

Services to be performed include all the required testing for soils, aggregate, asphalt, and concrete.  Funds for the requested services are available in the project budget for the 2008 Street Resurfacing Program.

Whereas, It is necessary to retain a qualified testing firm to perform testing services for the 2008 Street Resurfacing Project;

 

Whereas, Proposals were received by Procurement and evaluated by Project Management staff on the basis of staff qualifications, past involvement with similar projects, proposed work plan, and cost;

 

Whereas, Inspection Services Company of Plymouth, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City therefore, all of which are agreeable to the City;

 

Whereas, Inspection Services Company received Human Rights and Living Wage approval on March 5, 2008; and

 

Whereas, The required funds for the construction materials testing services are available in the project budget for the 2008 Street Resurfacing Program;

 

RESOLVED, That a Professional Services Agreement with Inspection Services Company in the amount of $46,705.00 be approved for construction materials testing services for the 2008 Street Resurfacing Project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator;

 

RESOLVED, That City Council authorize the City Administrator to approve change orders to the agreement within the project budget; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
