Resolution to Authorize the Purchase of One Front Load Refuse Truck from MacQueen Equipment, LLC (Sourcewell - $455,200.00)

Memorandum

The attached resolution authorizes the purchase of one 2023 Autocar chassis with a Heil Half-Pack 44 CY front loading refuse body at a total cost of $455,200.00 from MacQueen Equipment, LLC (formerly Bell Equipment Company) for use by the Public Works Unit of the Public Services Area. 

 

Heil Environmental was awarded Contract Number 091219-THC by the Sourcewell cooperative purchasing program for refuse trucks and MacQueen Equipment, LLC of Lake Orion, MI, is the dealer of record for Heil Corporation in the State of Michigan.

 

This new front load refuse truck will be an addition to the fleet. This vehicle will be used by Public Works solid waste staff to pick up refuse or recycle dumpsters to help maintain the level of service provided to the City’s residents and businesses. Public Works continues to add pick-up sites for front load refuse and recycling, with more anticipated, making it difficult for the three existing front load refuse trucks to keep up with the current and anticipated demands.

 

There are currently no electric front load refuse trucks on the market so this truck will be diesel powered. Funding for this purchase will be provided by transitioning funding from a side load refuse truck (asset #8632) that will soon be replaced by an all-electric side load refuse truck which has an alternate source of funding.

 

MacQueen Equipment, LLC has submitted all required Non-Discrimination, Living Wage and Conflict of Interest disclosure forms and complies with the City’s Non-Discrimination and Living Wage ordinances.

 

Budget/Fiscal ImpactFunding for the purchase of this new front load refuse truck is available in the approved FY24 Fleet Services Fund Operations and Maintenance budget.

 

In addition to the annual operating costs, the truck will be added to the Fleet Fund for future replacement purposes with a cost of approximately $71,980.00 annually, based on the seven-year replacement schedule for refuse trucks.

 

Green Fleet Policy:  The Green Fleet Committee approved the need for this new refuse truck, that the proposed new refuse truck is consistent with the Green Fleet Policy and recommended the approval of this resolution.  The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, Competitive bids were received by the Sourcewell cooperative purchasing program and Heil Environmental was awarded contract #091219-THC for refuse vehicles;

 

Whereas, MacQueen Equipment, LLC of Lake Orion, MI, is a dealer of record for the Heil Environmental under the Sourcewell cooperative purchasing program;

 

Whereas, MacQueen Equipment, LLC complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and

Whereas, Adequate funds for the purchase of this new front load refuse truck are available in the approved FY24 Fleet Services Fund Operations and Maintenance budget;

 

RESOLVED, That City Council approve the issuance of a purchase order to MacQueen Equipment, LLC in the amount of $455,200.00 for the purchase of one 2023 Autocar chassis with a Heil Half-Pack 44 CY front loading refuse body;

 

RESOLVED, That funds for the purchase of this refuse truck are to be available without regard to fiscal year; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
