Memorandum

This memorandum and resolution requests approval of Change Order No. 5 with Weiss Construction Co. LLC, for the Barton Pump Station Valve Improvement Project ($590,960.00 Increase, Total Contract Amount $5,637,998.50). Attached for your review and approval is a change order to the construction contract with Weiss Construction Co. LLC, (ITB 4703) for the Barton Pump Station Valve Improvement Project.

The scope for this project includes replacement of aging and inoperable valves and the associated piping at Barton Pump Station and installing new air release valves on the existing 42-inch and 24-inch raw water transmission mains.  The improvements are necessary to assure operational control and system reliability for the City’s critical raw source water supply infrastructure.

The additional contract work includes additions to the scope of existing piping to be replaced and the addition of temporary linestops to provide isolation due to unforeseen conditions at the pump station including inoperable valves and deteriorated pipe conditions. The total change order amount is $590,960.00, which exceeds the balance of the contingency originally approved by Council ($470,000.00) This Change Order will bring the total contract amount to $5,637,998.50. Due to the complexity of the work, City Staff is also recommending re-establishing a contingency of $330,000.00 for potential future change orders.

Budget/Fiscal Impact: Partial funding for this project is included in the approved Water Supply System Capital Budget. The balance is available in the Water Supply System Fund Balance. The project will be partially reimbursed through a Drinking Water Infrastructure (DWI) Grant in the amount of $1,380,000.00 and a Drinking Water Supply Revolving Fund (DWSRF) low interest loan in the amount of $3,220,000.00.

Whereas, The Barton Pump Station is critical infrastructure and supplies 80% of the City’s raw source water from the Huron River to the City’s Water Treatment Plant;

 

Whereas, The Barton Pump Station Valve Improvement Project will ensure that a reliable supply of raw source water is delivered to the City’s Water Treatment Plant;

 

Whereas, The City recognizes the benefits of improvements to its critical water system infrastructure;

 

Whereas, the Barton Pump Station Valve Improvements Project Plan was formally adopted on June 21, 2021 (ITB 4703) is being partially funded through the state of Michigan’s Drinking Water State Revolving Loan Fund (DWSRF) and Drinking Water Infrastructure (DWI) Grant programs;

 

Whereas, The Barton Pump Station Valve Improvement Project is included as a project in the Capital Improvement Plan;

Whereas, Partial funding for this work is available in the approved Water Supply System Capital Budget; and

Whereas, Weiss Construction Co. LLC has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances;

RESOLVED, That City Council approve Change Order No. 5 with Weiss Construction Co. LLC in the amount of $590,960.00 for a contract total amount of $5,637,998.50 for the Barton Pump Station Valve Improvement Project (ITB 4703);

 

RESOLVED, That a contingency is re-established in the amount of $330,000.00 to finance change orders to the contract with Weiss Construction Co. LLC to be approved by the City Administrator;

 

RESOLVED, That $600,000.00 be appropriated from the Water Supply System Fund unobligated fund balance to the Barton Pump Station Valve Improvements Project, thereby increasing the project revenue and expenditure budgets; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
