Resolution Recognizing Family Learning Institute as a Civic Nonprofit Organization Operating in Ann Arbor for the Purpose of Obtaining a Charitable Gaming License
Memorandum
To obtain a charitable gaming license under Michigan law, a nonprofit organization is required to submit a resolution from its local governing body recognizing it as a community-based organization.
The Family Learning Institute was established in 1999 as a non-profit after-school tutoring program for lower income children in Ann Arbor and Ypsilanti. The Family Learning Institute provides free tutoring in reading, writing and math with parents participating in their child's program. The Family Learning Institute also provides its students with free access to Ann Arbor News newspapers and has a lending library full of children's books.
Passage of the attached resolution will enable Family Learning Institute to further its fundraising efforts by permitting the organization to host a Texas Hold 'Em Tournament at the Ann Arbor Country Club on February 28, 29, 30 and March 1. This resolution is required in order to obtain final approval from the Charitable Gaming Division of the Bureau of State Lottery for the event.

Whereas, P.A. 382 of 1972, as amended, requires that local civic nonprofit organizations be recognized by resolution adopted by the local governmental subdivision in which the organization conducts its principal activities and that a copy of said resolution be filed with any application for a license to conduct a bingo, raffle or charity game(s);
Whereas, Family Learning Institute has requested that it be recognized as a nonprofit organization operating in the community for the purpose of obtaining a charitable gaming license; and
Whereas, Family Learning Institute is a local civic nonprofit organization as defined by P.A. 382 of 1972, as amended, which should be recognized for its efforts to provide needed academic tutoring support to lower income children;
RESOLVED, That City Council hereby approve recognition of Family Learning Institute as a local civic nonprofit organization operating in the Ann Arbor community for the purposes of its charitable gaming license application as required by P.A. 382 of 1972, as amended; and
RESOLVED, That the City Clerk be directed to provide a certified copy of this Resolution to Family Learning Institute and to take all necessary administrative actions to provide notice of this Resolution to the Charitable Gaming Division, Michigan Department of Treasury.
