Resolution to Approve a Professional Services Agreement between the City and URS Corporation Great Lakes for Work Related to Property Map Project at the Ann Arbor Municipal Airport ($25,000.00)

Attached for your review and approval is a resolution to approve a Professional Services Agreement between the City and URS Corporation Great Lakes (URS), in the amount of $25,000.00, for work related to the preparation of an Exhibit "A" property map at the airport.
An Exhibit "A" property map is a document that is required by the Michigan Department of Transportation-Bureau of Aeronautics (MDOT-Aero) and Federal Aviation Administration (FAA) for each federally funded airport. The Exhibit "A" property map shows "good title" of airport owned property. The airport has previously provided specific title work to show "good title," but this is no longer acceptable. The Exhibit "A" property map shows all airport property as well as any easements associated with the airport.
URS Corporation was selected to do the work as they are familiar with and comply with the specific requirements from MDOT-Aero and the FAA to complete this work. As the airport's design engineer, they have a unique background that allows for the work to be done in a quick and cost effective manner. MDOT-Aero has pre-approved their proposal for both scopes of work and cost. Their proposal includes reviewing all the airport property titles including navigation easements and rights-of-way. They will also have a certified boundary survey of the airport property performed, including re-monumenting or replacing any missing property corners. The Exhibit "A" property map will be provided to the City in both pdf and Autocad formats when completed.
Funding for this work is covered by the MDOT-Aero Airport Improvement Program Grant which is also on this agenda for Council's consideration. The Airport Advisory Committee has reviewed and recommended that Council approve the Exhibit "A" property map project.
URS Corporation also will be awarded a separate professional services agreement in the amount of $18,000.00 to cover the expenses for the design, bidding and construction management of the airfield lighting and signage project. MDOT-Aero requires that the two contracts be separated for grant management purposes. Funding for the agreement for services related to the airfield lighting and signage project, is included in the Airport Improvement Program Grant, which is on this agenda for Council's consideration. That agreement will be executed by the City upon approval of the grant funding.

Whereas, The City has been obligated by the Michigan Department of Transportation-Bureau of Aeronautics (MDOT-Aero) and the Federal Aviation Administration (FAA) to complete an exhibit "A" property map of the Ann Arbor Municipal Airport;
Whereas, URS Corporation Great Lakes has prepared a Professional Services Agreement for work related to the completion of the exhibit "A" property map project, in compliance with state and federal guidelines for this work, for a fee of $25,000.00;
Whereas, The City has received grant funding from the FAA and MDOT-Aero that will fund the work proposed under this Agreement; and
Whereas, URS Corporation Great Lakes received Human Rights and Living Wage approval on April 28, 2009;
RESOLVED, The City Council approve the Professional Services Agreement with URS Corporation Great Lakes in the amount of $25,000.00 for work related to the completion of the exhibit "A" property map project at the Ann Arbor Municipal Airport;
RESOLVED, That the Mayor and City Clerk be authorized and directed to sign the Professional Services Agreement upon approval as to form by the City Attorney, and upon approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be directed to take the necessary administrative actions to implement this resolution.
