Attached for your review and action is a resolution to amend a grant agreement with the Fair Food Network by $15,000 for a total grant amount of $35,500 and appropriate funds.  The grant enables the Ann Arbor Farmer's Market to administer the Double Up Food Bucks program.
 
Double Up Food Bucks is a statewide project providing incentives to encourage healthier food choices for food stamp (SNAP) recipients, directly benefitting low-income families and local farmers in Michigan and working to impact future food and nutrition policy. The Double Up Food Bucks program provides a match of up to $20.00/person/day for those customers using SNAP (Bridge Cards/EBT/Food Stamps) to purchase Michigan grown fruits and vegetables at farmer's markets across Michigan.  
 
Since 2010, the City has received grant funding from the Fair Food Network to administer the Double Up Food Bucks program at the Ann Arbor Farmer's Market.  In 2011, the City received $22,000.00 in grant funding for the program. In 2012, $20,500.00 was awarded. Due to the success and growth in the program the Ann Arbor Farmer's Market now requires additional grant funding to meet demand for the Double Up Food Bucks program. Additional funding in the amount of $15,000.00 is being provided by the Fair Food Network to meet demand.

Whereas, The City of Ann Arbor has received grant funding from the Fair Food Network since 2010 to administer the Double Up Food Bucks program at the Ann Arbor Farmer's Market;
 
Whereas, The City has seen an increase in demand for the Double Up Food Bucks program at the Ann Arbor Farmer's Market; and
 
Whereas, The Fair Food Network is providing additional funding in the amount of $15,000.00 for a total grant amount of $35,500.00;
 
RESOLVED, That City Council approve an amendment to the grant agreement between the City and Fair Food Network for the Double Up Food Bucks program increasing the funding level of the program to meet increased public demand;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the required grant amendment after approval as to substance by the City Administrator and to form by the City Attorney; and
 
RESOLVED, That the Mayor and Council accept and appropriate when received funding in the amount of $15,000.00 from the Fair Food Network to be expended in accordance with the terms of the grant and without regard to fiscal year.
