Title
Resolution to Approve the Purchase of One Police Patrol Car and One Police Detective Vehicle from Bill Snethkamp's Lansing Dodge (State of Michigan Bid $40,340.00)
Memorandum
The attached resolution authorizes the purchase of two 2008 Dodge Chargers with police packages at $20,170.00 each, for the total amount of $40,340.00 from Bill Snethkamp's Lansing Dodge, Lansing, Michigan.

One of these cars will replace the police patrol car that will have reached 80,000 miles or 6-year age limit in the next year.  The other will replace a police detective car that will reach its 6-year age limit in the next year.  The City's labor contracts with the Ann Arbor Police Officers Association and the Ann Arbor Police Supervisors require that vehicles used by their members will not be driven more than 80,000 miles or 6 years, whichever comes first.

All current police patrol vehicles are Ford Crown Victoria Police Interceptors. There is uncertainty regarding the future availability of this model and we feel that it is in the best interest of the City to evaluate new makes and models of police package vehicles as they become available.  For this reason we are requesting the purchase of one Dodge Charger with police package for patrol use.

The other Dodge Charger will replace a police detective vehicle that will have reached its 6-year age limit in the next year.

The Police Unit of the Safety Services Area requires that the fleet of detective vehicles be made up of a variety of makes, models, and body styles. The fleet includes cars, pickups, and SUV.  Because of the need to maintain the mix of body styles in the fleet, the Dodge Charger was the sole vehicle in the Cooperative Purchasing Programs that met our requirements.

The Green Fleet Committee has reviewed and recommended this purchase per the goals and guidelines of the City's Green Fleet Policy to reduce the amount of fuel used and to pay a premium for "greener" vehicles if necessary.

The Fleet and Facilities Unit reviewed the bids of the Cooperative Purchasing Programs of the State of Michigan, Oakland County, and Macomb County. Bill Snethkamp's Lansing Dodge, Lansing, MI, under the State of Michigan bib, was the lowest responsive bidder.   (See attached tabulation sheet)

Bill Snethkamp's Lansing Dodge received Human Rights approval on January 29, 2008.
