Resolution to Approve the Local Brownfield Grant Agreement with the Washtenaw County Brownfield Redevelopment Authority ($535,438.00)
Memorandum
This resolution seeks approval of a grant agreement with Washtenaw County to reimburse the City for the site basement, plan development and remediation work conducted at the Leslie Science and Nature Center (LSNC). City Council previously approved, in Resolution #R-19-365 and #R-19-434, the budget appropriation and Professional Services Agreement with Tetra Tech to conduct the work. This Agreement allows the City to be reimbursed from the County’s Local Brownfield Revolving Fund.
Budget/Fiscal Impact: City Council previously approved a budget appropriation to cover the cost of the proposed work. The County has agreed to reimburse the City based on the project’s current estimated cost.

Whereas, The Community Services Area applied for and received a Local Brownfield Revolving Fund Grant from the Washtenaw County Brownfield Authority in the amount of $535,438.00 for work conducted at Leslie Science and Nature Center consistent with the Brownfield Plan approved by City Council in Resolution #R-19-478 on October 21, 2019;
Whereas, Award of the grant obligates the City to enter into the attached contract;
Whereas, Funding for the work was previously appropriated by Council in the FY 20 budget; and
Whereas, The County will reimburse the City for approved remediation work;
RESOLVED, That the City Council accept the $535,438,000.00 grant from the Washtenaw County Brownfield Redevelopment Authority to reimburse the City for work conducted at Leslie Science and Nature Center in association consistent with the Brownfield Plan;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the agreement with the Washtenaw County Brownfield Redevelopment Authority related to administration and of the grant after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
