Resolution to Approve Amendment No. 1 with Malcolm Pirnie, Inc. for Facility Renovations Project ($84,287.00) at the Wastewater Treatment Plant (WWTP)
Memorandum
We request your approval of Amendment No. 1 to the Professional Services Agreement with Malcolm Pirnie, Inc. (MPI) in the amount of $84,287.00 for professional engineering services related to design and construction of Phase 1 of the Facility Renovations Project (FRP) at the City’s Wastewater Treatment Plant (WWTP).

The FRP is one of two major plant renovation projects currently underway at the WWTP. The FRP includes complete demolition and replacement of the older portion of the plant (West Plant), which has exceeded its useful life, and modifications to the East Plant to improve process reliability and to maintain our treatment capacity for current and future flows.

The FRP is being implemented in two phases. Phase 1 includes demolition of the Solids Reaeration Tank and the Old Solids Storage Building, electrical modifications needed to power existing equipment during construction activities and installation of a wireless supervisory control and data acquisition system to prepare for future construction work. Phase 2 of the FRP includes the largest part of the renovations identified in the City of Ann Arbor WWTP Facilities Master Plan. Design for Phase 2 is essentially complete and regulatory permits are currently being obtained. Phase 1 work necessarily preceded the second major project, which is the Residuals Handling Improvements Project (RHIP). The RHIP is currently being constructed and includes demolition and replacement of existing solids handling equipment and systems and a complete demolition of the City's sludge incinerator. Both the FRP and the RHIP are critical to maintaining treatment and solids processing capacity at the WWTP and are sequenced to minimize construction conflicts, risks and financial impacts to the City.
