Attached for your consideration, please find a resolution seeking to approve a Professional Services Agreement for engineering services in the amount of $88,250.00 with J. F. New and to establish a project budget of $120,000.00.In 2009, the Michigan Department of Natural Resources and Environment (MDNRE) conducted a routine inspection of the compost facility to determine compliance with the City’s stormwater permit. The MDNRE found a small pond near the northern compost pad to be in poor condition and in need of maintenance. In addition, the MDNRE requested the City make improvements to the stormwater management system at the facility to reduce nutrient loading to the ponds and the receiving water, Swift Run Drain. Swift Run Drain is listed on the United States Environmental Protection Agency’s Section 303(d) list of impaired waters, and a Total Maximum Daily Load (TMDL) for biota (via total suspended solids) was issued for the drain in 2004.
The compost facility’s drainage system is part of a larger system on nearby City properties that discharge into Swift Run Drain. Although interconnected, the ponds and ditches on these properties have not been studied as a unified system. The purpose of issuing this Request for Proposals is to examine the functionality and condition of the entire system and make a prioritized list of recommendations for improvements to satisfy the MDNRE’s concerns and to improve the stormwater management system as a whole.
Staff received proposals from seven (7) consulting engineering firms for the requested study. A selection committee composed of members of Field Operations and Systems Planning reviewed the submitted proposals. Based on the proposals received, the top two consultant teams were selected for foll...
