Memorandum
The attached resolution seeks ratification of the City Administrator’s authorization, pursuant to the authority granted him under Section 1:317(1) of the Ann Arbor City Code, to approve an emergency purchase order for services from Delta Electrical Contractors of Lansing for installation of electrical circuits and related infrastructure for the datacenter in the Ann Arbor Municipal Center.

The services provided by Delta Electrical Contractors of Lansing during the week of September 27, 2010 included the installation of four 225 amp feeders from the Uninterruptible Power Supply (UPS) to two existing power distribution cabinets, installation of electrical conduit under the datacenter floor and installation, connection and testing of 106 power receptacles for use in the new datacenter.

Delta Electrical Contractors of Lansing was used as the sole source for providing this service because they are the Ann Arbor Municipal Center site’s electrical contractor, who installed the large datacenter UPS, and they could meet the limited timeframe in which these services could be delivered without impacting the datacenter move, scheduled for October 2, 2010. The urgency around this request was driven by the relocation of ITSU and the time restraints imposed on staff delaying the submission of a resolution to council at the last council meeting.

Delta Electrical Contractors of Lansing received Human Rights approval on November 17, 2010.

The funds for this expense are available in the approved FY2011 Information Technology Budget.
