Resolution to Accept Grant and Appropriate Funds from the Federal Emergency Management Agency for Purchase and Demolition at 215 & 219 W. Kingsley Street ($216,723.00) (8 Votes Required)

Attached for your review and action is a resolution to approve a grant agreement between the City of Ann Arbor and the Federal Emergency Management Agency (FEMA) to accept a Pre-Disaster Mitigation (PDM) Grant for 75% of the total project cost to (1) purchase properties at 215 & 219 W. Kingsley St., Ann Arbor (one vacant and the other with a structure); (2) conduct demolition of structure, foundation and the impervious surfaces on the sites; and, (3) grade and stabilize the site to function like a small retention area. After completion of the grant project a rain garden will be installed at the site with storm water funds that have been identified in the City’s Capital Improvements Plan. Outcomes of the project include removal of one residential structure from the floodway, creation of additional flood storage, and creation of permanent open space by deed restricting the property.
In 2005, the City received a Flood Mitigation Assistance (FMA) planning grant to create a Flood Mitigation Plan. City Council approved the Flood Mitigation Plan in 2007, which made the City eligible to apply for PDM grants. In 2008, the structure at 219 Kingsley St. was determined to be a dangerous building and the owner filed a notice of voluntary interest to allow City staff to make a PDM application. This Notice is a requirement to submit the grant application but does not bind the Property Owner to sell the property.
The City submitted a PDM Grant application to the Federal Emergency Management Agency (FEMA) in December 2008, and the City was notified by letter dated September 7, 2010 that FEMA has awarded the City of Ann Arbor $216,723.00 in match dollars to fund the 215 & 219 W. Kingsley project.
