Attached for your review and approval is a resolution to award a contract to Inland Waters Pollution Control, Inc. in the amount of $369,892.55 for the Northside Sanitary Submain Lining Project.

This project includes the lining of approximately 5,700 lineal feet of sanitary sewer, as well as lining of manholes, replacing castings, and reconstructing a storm sewer outfall. The majority of the work will be done on the sanitary sewer line that runs along the trail between Argo Pond and Long Shore Drive.

A Public Meeting was held on November 10, 2009 to discuss the project with local residents and receive feedback from the residents during the design phase of the project. City staff gave a brief presentation about the project, and answered questions from the residents. Residents attending the meeting were primarily concerned with the impacts the project would have on the recreational path and surrounding woodlands. With these concerns in mind, Project Management worked with Natural Areas Preservation to develop plans and specifications that would limit the disturbance to the surrounding area during construction.

Plans and specifications were distributed electronically to contractors, subcontractors, and suppliers. Four bids were received and opened on May 14, 2010. The lowest responsible bid, in the amount of $369,892.55 is approximately $556,083.00 lower than the engineer's estimate of $925,976.00. A summary of the bids is attached. The large discrepancy between the bid prices and the engineer’s estimate is believed to be primarily the result of overestimating the cost of performing the work in a sensitive natural area, while minimizing disturbance to the surroundings.
