Memorandum
Attached for your review and approval is a resolution to award a contract to Inland Waters Pollution Control, Inc. in the amount of $369,892.55 for the Northside Sanitary Submain Lining Project.
 
This project includes the lining of approximately 5,700 lineal feet of sanitary sewer, as well as lining of manholes, replacing castings, and reconstructing a storm sewer outfall. The majority of the work will be done on the sanitary sewer line that runs along the trail between Argo Pond and Long Shore Drive.
 
A Public Meeting was held on November 10, 2009 to discuss the project with local residents and receive feedback from the residents during the design phase of the project. City staff gave a brief presentation about the project, and answered questions from the residents. Residents attending the meeting were primarily concerned with the impacts the project would have on the recreational path and surrounding woodlands. With these concerns in mind, Project Management worked with Natural Areas Preservation to develop plans and specifications that would limit the disturbance to the surrounding area during construction.
 
Plans and specifications were distributed electronically to contractors, subcontractors, and suppliers. Four bids were received and opened on May 14, 2010. The lowest responsible bid, in the amount of $369,892.55 is approximately $556,083.00 lower than the engineer's estimate of $925,976.00. A summary of the bids is attached. The large discrepancy between the bid prices and the engineer's estimate is believed to be primarily the result of overestimating the cost of performing the work in a sensitive natural area, while minimizing disturbance to the surroundings.
 
This project budget is estimated to be $750,000.00 and is being funded by the approved Sanitary Fund Capital budget ($700,000.00), and the approved Stormwater Capital Budget ($50,000.00). While the projects were identified as FY 2011 capital projects, sufficient funds remain available from previously authorized capital budgets, which remain appropriated until used, to initiate the contract prior to July 1, 2010.
 
Inland Waters Pollution Control, Inc. received Human Rights approval on May 14, 2010.

Whereas, It is necessary to repair the existing Northside sanitary sewer submain in order to provide reliable sewer service for residences at these locations;
 
Whereas, bids were received by the Procurement Unit on May 14, 2010 and Inland Waters Pollution Control, Inc. of Detroit, Michigan, was the lowest responsible bidder at $369,892.55;
 
Whereas, The contractual proposal sets forth the services to be performed by said company, and the payments to be made by the City therefore, all of which are agreeable to the City;
 
Whereas, It is now necessary to enter into a contract with said company for said construction project; and
 
Whereas, Inland Waters Pollution Control, Inc. received Human Rights approval on May 14, 2010 and complies with the living wage ordinance; and
 
Whereas, Funding for this project is available in the approved Sanitary and Stormwater Capital Budgets;
 
RESOLVED, That a contract in the amount of $369,892.55 be awarded to Inland Waters Pollution Control, Inc. for the construction of the Northside Sanitary Submain Lining Project (Bid No. ITB-4064);
 
RESOLVED, That a contract contingency amount of $37,000.00 be established and that the City Administrator be authorized to approve additional change orders to the construction contract with Inland Waters Pollution Control, Inc., not to exceed $37,000.00 in order to satisfactorily complete this project;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
