Memorandum
This memorandum and resolution requests approval of a general services agreement for dive inspection services with Ballard Marine Construction, LLC for up to $100,000.00 through FY25.

In May 2022, the City issued a request for proposals to award a contract for dive inspection services for a total of up to $100,000.00 for three years. The scope of work involves dive inspections and maintenance at the City's dams and drinking water intakes. The services include, but are not limited to, inspection of hydroelectric draft tube intakes, bar screens, drinking water intake cribs, cleaning of 24" and 36" diameter intakes, cleaning and power washing the hydroelectric plan intakes, cleaning the still wells, and cleaning the polymer diffusers for the 24" and 36" diameter drinking water intakes.

The City received two (2) proposals, from Ballard Marine Construction and GOE International. When considering all aspects of the evaluation, the City finds Ballard Marine Construction, LLC to be the most qualified bidder and the most competitive price providing the best value to the City. It is therefore recommended that City Council approve the services agreement with Ballard Marine Construction, LLC to provide Dive Inspection Services for FY23, FY24 and FY25.

Ballard Marine Construction, LLC complies with the requirements of the City's Non-Discrimination and Living Wage ordinance.

Budget/Fiscal Impact: These services are to be funded from the approved FY23 Water Supply System, Park Maintenance and Capital Improvements, and General Fund operating and capital budgets, for which services are rendered. Services for FY24 and FY25 will be funded from the operating budgets for these fiscal years if so, approved by Council.
