Attached for your review and approval is a resolution to authorize a Professional Services Agreement with Fishbeck, Thompson, Carr & Huber, Inc. (FTC&H) for Professional Engineering Services in the amount of $54,271.69 for the Sylvan Avenue Permeable Pavement.

Sylvan Avenue consists of an approximately 800-foot long residential street, which extends between Packard Street and White Street. Sylvan Avenue was originally scheduled to be resurfaced in 2009 as part of the Local Street Resurfacing Project. After observing problems on the street caused by poor drainage, the project was postponed until 2010 in order to develop a solution to these problems.

Further investigation determined that Sylvan Avenue could be a good candidate for design of a permeable pavement system, which could potentially allow storm water to infiltrate through the pavement rather than going directly into the storm sewer system. This in turn would help improve the quality and quantity of storm water in the Allen Creek watershed, in which this project is located.

The Project Management Services Unit issued a Request for Proposal (RFP #738) in July of 2009 for a professional engineering firm to analyze and design a permeable pavement system for Sylvan Avenue. In response to our request, we received nineteen (19) proposals. A review team composed of City staff evaluated the proposals, interviewed three firms, and selected Fishbeck, Thompson, Carr & Huber, Inc. for their proposed work plan, staff qualifications, past involvement with similar projects, and competitive fee schedule. FTC&H has received Human Rights and Living Wage approval on August 19, 2009.
