Resolution Approving an Emergency Purchase Order to DownUnder Municipal Services, LLC for Emergency Repairs to the Northside Sanitary Sewer Sub-main ($37,085.00)

The attached resolution requests approval of an emergency purchase order to DownUnder Municipal Services, LLC (DownUnder) for repairs to three areas of the Northside Sanitary Sewer Sub-main.
The Project Management Services Unit has undertaken a project to rehabilitate the Northside Sanitary Sewer Sub-main from Barton Drive to Swift Street. Portions of this sewer are located within Argo Park in a sensitive natural area. In order to properly design the rehabilitation of the sewer it was necessary to first clean and televise the sanitary sewer in order to assess its condition. Due to the location, difficult topography, and limited access to this sewer, it became clear that an outside contractor was needed to perform the work. On January 5, 2009 City Council approved a service purchase order (R-08-519) with DownUnder to perform this work.
During the performance of the sewer cleaning and televising work, DownUnder discover three distinct areas of pipe that were broken and required immediate repair in order to avoid being in violation of the Waste Water Treatment Plant’s NPDES permit with the MDEQ. As a result, we requested emergency authorization from the City Administrator to perform this work pursuant to the authority granted him by City Code, Chapter 14, Section 1:317. We received the necessary approval to proceed with the necessary repairs. As required by City Code, we are now reporting to you the expenditure for this emergency work and requesting approval of the needed purchase order to pay the contractor for the work that they performed.
Funding for this work will come from the approved FY10 Sanitary Sewer Operation and Maintenance budget of the Field Services Unit of the Public Services Area.
