Memorandum
Attached for your review and action is a resolution to approve a contract with J.W. Field Grading and Excavating, LLC. in the amount of $36,820.00, per bid #4040. The project includes replacement of a deteriorated walk and installation of an adjacent rain garden basin.

The walk traverses Buhr Park from Essex Street to Allen School and serves as the primary access to the school for the adjacent neighborhood. The improvements will also include grading to make the path barrier free.

The rain garden feature is part of the Buhr Park Stormwater Master Plan, developed in 2000 and being implemented over time as projects such as this one are funded.

Bids were advertised on the City's website and on BidNET and sent to qualified contractors. Six companies submitted bids for the project as follows:

J.W. Field Grading and Excavating, LLC* $36,820.00

E.T. Mackenzie Company $43,999.00
Fairwood Contracting, LLC $49,160.00
Summit Transport, Inc. $64,830.00
Bridigare Contractors $74,665.00

*Lowest responsible bidder.

J.W. Field Grading and Excavating, LLC received Human Rights Approval on July 23, 2009. The contractor complies with the living and prevailing wage ordinance.

Funding for the project is included in the approved FY 2010 Park Rehabilitation and Development Millage budget.
