Memorandum
The State of Michigan Emergency Management Division has offered the City of Ann Arbor a performance grant to support emergency management functions within the City. This is a reimbursement grant program for an existing staff position.

The Ann Arbor Office of Emergency Management receives grant funds through the Emergency Management Performance Grant Program administered by the Michigan State Police/Emergency Management and Homeland Security Division.

The Department of Homeland Security (DHS), and the Office for Domestic Preparedness (ODP) requires signed grant agreements with the State and the local jurisdictions that receive funds from the State.

Historically, this grant funds an amount equal to one-half of a designated Emergency Manager’s salary. The State FY 2009 grant allocation, due to budget cuts throughout the State, has been reduced to 36.63489% of salary of the designated position or $47,702.00. The allocation is not guaranteed and is dependent on the continued availability of federal funding for the State of Michigan Emergency Management Performance Grant Program. The duties of Emergency Management Program Manager as identified in the grant are performed directly by or under the supervision of the City Emergency Management Director. If approved, this resolution would (1) formally accept the grant award, (2) authorize the Mayor and Clerk to sign the grant agreement, and (3) appropriate these funds when received to the Office of Emergency Management.
