Memorandum
The State of Michigan Emergency Management Division has offered the City of Ann Arbor a performance grant to support emergency management functions within the City.  This is a reimbursement grant program for an existing staff position.
 
The Ann Arbor Office of Emergency Management receives grant funds through the Emergency Management Performance Grant Program administered by the Michigan State Police/Emergency Management and Homeland Security Division.
 
The Department of Homeland Security (DHS), and the Office for Domestic Preparedness (ODP) requires signed grant agreements with the State and the local jurisdictions that receive funds from the State.  
 
Historically, this grant funds an amount equal to one-half of a designated Emergency Manager's salary.  The State FY 2009 grant allocation, due to budget cuts throughout the State, has been reduced to 36.63489% of salary of the designated position or $47,702.00.  The allocation is not guaranteed and is dependent on the continued availability of federal funding for the State of Michigan Emergency Management Performance Grant Program.  The duties of Emergency Management Program Manager as identified in the grant are performed directly by or under the supervision of the City Emergency Management Director.  If approved, this resolution would (1) formally accept the grant award, (2) authorize the Mayor and Clerk to sign the grant agreement, and (3) appropriate these funds when received to the Office of Emergency Management.

Whereas, The City of Ann Arbor under Public Act 390 of 1976, as amended, is an Emergency Management Program;
 
Whereas, Chapter 15 of the City of Ann Arbor Code establishes an Office of Emergency Management to provide services identified in Public Act 390 of 1976, as amended;
 
Whereas, The duties of the Emergency Management Program Manager under the terms of the grant are currently performed directly by or under the supervision of the City Emergency Management Director;
 
Whereas, The Emergency Management Performance Grant objective is to provide financial assistance to support the staffing of emergency management programs;
 
Whereas, The City has been awarded a reimbursement Emergency Management Performance Grant as part of the State FY 2009 grant awards in the amount of $47,702.00 for salary and fringe benefits of the Emergency Management Director subject to reduction based on the level of federal funding for the State of Michigan Emergency Management Performance Grant Program; and
 
Whereas, In order to obtain reimbursement of funds, the City of Ann Arbor is required to elect to be part of a federal grant to the State of Michigan as a Subgrantee to receive emergency management allocated funds;
 
RESOLVED, That City Council accept the Emergency Management Performance Grant award for FY 2009 under the terms of the Agreement with the State of Michigan and the Federal Emergency Management Agency;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the grant agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
 
RESOLVED, That the grant funds be appropriated when received to the appropriate multi-year grant fund for the purpose stated in the grant until such time as all grant funds have been expended without regard to fiscal year.
