Attached for your review and consideration is a resolution to approve a professional services agreement with Hillard Heintze in an amount not to exceed $200,000.00. This professional services agreement will be for the detailed project plan for Phase One of the project, and is attached as "work plan."

Budget and Fiscal Impact: The adopted FY17 General Fund Non-Departmental Fund budget included $50,000.00 reserved for this project. It will be necessary to appropriate an additional $150,000.00 from the General Fund FY17 Fund Balance for the contract services to supplement the already budgeted funds. All funds requested are without regard to fiscal year. Contract funding is not approved for phases two and three of the proposed scope of work in the "work plan" and would require additional action by Council to appropriate funding.

On November 4, 2016, the City of Ann Arbor released RFP #990, Independent Analysis of Ann Arbor Police Department Community Engagement Practices ("RFP #990"), seeking proposals for a review of the techniques the Ann Arbor Police Department employs to effectively and equitably deliver law enforcement services to all members of the community. Before the draft RFP #990 was finalized and distributed, the City Administrator's Office accepted community input from October 7-28, 2016, via several methods: 1) Draft RFP Open House was held to solicit feedback and answer questions on October 19, 2016 from 5:30 to 8:00 p.m. in Larcom City Hall first floor lobby, 301 E. Huron St. Anonymous feedback was accepted at the open house; and 2) Comments and feedback were also accepted via a designated email.
