Attached for your review and consideration for approval is a resolution authorizing Professional Services Agreements with Rowe Professional Services Company (Rowe) for $100,000.00; Fishbeck, Thompson, Carr & Huber, Inc. (FTC&H) for $150,000.00; and Hubbell, Roth, & Clark, Inc. (HRC) for $150,000.00 for General Civil Engineering and Surveying Services to be performed on an as-needed basis.

The City, through the Project Management Services Unit (PMSU), provides a wide array of services including design and management of capital improvement projects; private development construction plan review; private development utility and road construction inspection; traffic engineering; civil engineering design; construction inspection; drafting; and surveying.

The proposed professional services agreements are intended to supplement and support the existing PMSU staff during high demand periods for engineering services. These firms will only be used when additional support is needed and will not exceed the authorized amount for each firm. The services provided by these professional services agreements will be paid for within approved project budgets and annual operating budgets.

Many of the activities provided or managed by PMSU are directly impacted by the intensity of construction activities, the condition of the City's infrastructure, private development in the area, and many other variables. These factors often contribute to short and long term fluctuations in demand for the unit's services citywide.
