Memorandum

Attached for your review and consideration for approval is a resolution authorizing Professional Services Agreements with Rowe Professional Services Company (Rowe) for $100,000.00; Fishbeck, Thompson, Carr & Huber, Inc. (FTC&H) for $150,000.00; and Hubbell, Roth, & Clark, Inc. (HRC) for $150,000.00 for General Civil Engineering and Surveying Services to be performed on an as-needed basis.

 

The City, through the Project Management Services Unit (PMSU), provides a wide array of services including design and management of capital improvement projects; private development construction plan review; private development utility and road construction inspection; traffic engineering; civil engineering design; construction inspection; drafting; and surveying.

 

The proposed professional services agreements are intended to supplement and support the existing PMSU staff during high demand periods for engineering services.  These firms will only be used when additional support is needed and will not exceed the authorized amount for each firm. The services provided by these professional services agreements will be paid for within approved project budgets and annual operating budgets.

 

Many of the activities provided or managed by PMSU are directly impacted by the intensity of construction activities, the condition of the City’s infrastructure, private development in the area, and many other variables. These factors often contribute to short and long term fluctuations in demand for the unit’s services citywide. The variety of capital improvement projects managed by PMSU also occasionally creates the need for engineering expertise that is not always available within the existing PMSU staff.

 

In the past, PMSU has selected professional engineering consulting firms to provide general engineering and construction inspection services on an as needed basis.  Making use of these firms on an ongoing basis has permitted PMSU to more effectively utilize the existing work force, while continuing to deliver quality and cost effective engineering and project management services. 

 

In October, 2015, a request for proposal for General Civil Engineering and Surveying Services was issued (RFP-943), and proposals from ten consultants were received on October 23, 2015. A team of staff members reviewed the proposals and selected Rowe, FTC&H, and HRC based on their professional qualifications, past experience, and fee quotations. The three consultants provided the required Living Wage and Non-Discrimination Compliance Forms with their proposals.

Whereas, The demand for the project management and engineering services fluctuates with time and often creates periods of peak demand for services beyond the current staffing resources;

 

Whereas, During periods of peak demand for civil engineering and project management services, PMSU resources would be supplemented with additional resources provided by private professional engineering firms; 

 

Whereas, In response to RFP No. 943 for General Civil Engineering and Surveying Services, the City received ten proposals; and selected Rowe, FTC&H, and HRC based on their professional qualifications, past experience, and fee quotations;

 

Whereas, The private engineering consulting support will be paid for within approved project budgets and annual operating budgets, if so approved by City Council; and

 

Whereas, The firms comply with the City’s Living Wage and Non-Discrimination Ordinances.

 

RESOLVED, That the City Council approve the Professional Services Agreement with Rowe Professional Services Company in the amount of $100,000.00 for General Civil Engineering and Survey Services;

 

RESOLVED, That the City Council approve the Professional Services Agreement with Fishbeck, Thompson, Carr & Huber, Inc. in the amount of $150,000.00 for General Civil Engineering and Survey Services;

 

RESOLVED, That the City Council approve the Professional Services Agreement with Hubbell, Roth, & Clark, Inc. in the amount of $150,000.00 for General Civil Engineering and Survey Services;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreements after approval as to form by the City Attorney and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
