Memorandum

In 2014, HUD combined its Public Housing and Voucher Family Self Sufficiency funding and issued a joint Notice of Funding. In 2013, the AAHC received enough funding between the two programs to fund 1.5 FTE's for the FSS programs. In FY 2014, the AAHC was eligible for and applied for enough funding for 2 FTE's and was awarded essentially the same funding it received in 2013, $102,637.
The purpose of the FSS program is assist our tenants become self-sufficient by increasing earned income and financial literacy, reducing or eliminating the need for welfare assistance, and make progress toward economic independence and self-sufficiency. The AAHC has hired two Family Self Sufficiency and Supportive Services Coordinators to manage this program. The FSS grant will pay for 1.5 FTE's and .5 FTE's will be paid for through the Continuum of Care administrative funding.
The AAHC currently has over 100 households enrolled between the two FSS programs. The ACOP and Administrative Plan were previously revised so that they were consistent with each other in anticipation of these programs being combined.
