Memorandum
 
In 2014, HUD combined its Public Housing and Voucher Family Self Sufficiency funding and issued a joint Notice of Funding. In 2013, the AAHC received enough funding between the two programs to fund 1.5 FTE's for the FSS programs. In FY 2014, the AAHC was eligible for and applied for enough funding for 2 FTE's and was awarded essentially the same funding it received in 2013, $102,637.
The purpose of the FSS program is assist our tenants become self-sufficient by increasing  earned  income  and  financial  literacy,  reducing  or  eliminating  the  need  for  welfare assistance, and make progress toward economic independence and self-sufficiency. The AAHC has hired two Family Self Sufficiency and Supportive Services Coordinators to manage this program. The FSS grant will pay for 1.5 FTE's and .5 FTE's will be paid for through the Continuum of Care administrative funding.
The AAHC currently has over 100 households enrolled between the two FSS programs. The ACOP and Administrative Plan were previously revised so that they were consistent with each other in anticipation of these programs being combined.

WHEREAS,  the Commission applied to HUD in May 2014 and was awarded funding on September 29, 2014 for a Family Self-Sufficiency (FSS) Coordinator for Public Housing Tenants to increase  earned  income  and  financial  literacy,  reduce  or  eliminate  the  need  for  welfare assistance, and make progress toward economic independence and self-sufficiency; and
WHEREAS,  the AAHC applied for funding to assist at least 75 households to get assistance with  employment  counseling,  job  training, job  development  and  placement,  assistance  in managing personal finances, access to affordable transportation, training in parenting and general support and guidance; and
WHEREAS, when Congress approved funding for the FSS programs, it authorized HUD the option to facilitate the merger of the PH and HCV FSS programs which would be beneficial to the AAHC;
RESOLVED, that the Ann Arbor Housing Commission Board approves the acceptance of the $102,637 Family Self-Sufficiency funds from HUD to provide FSS case management and coordination services for the Public Housing Program for FY14 and directs the Executive Director, Jennifer Hall, to execute a grant agreement and all other required documents with HUD for this grant and for a unified PH and HCV program.
