Memorandum
The attached resolution authorizes the purchase of a 2013 Freightliner M2 chassis with Ferrara Light Duty Walk Around Rescue body for use by the Safety Services Area, Fire Department Unit for a total of $264,597.00.

Funds are available for this purchase in the fund balance of the Fleet Services Fund.

This purchase follows a major recommendation of the ICMA study by including a light rescue vehicle in the Fire Department’s fleet. This unit will be staffed with two firefighters and will replace the heavy rescue unit currently staffed with three firefighters.

This unit will be lighter and have a shorter wheelbase than the heavy rescue engines that are currently used to respond to medicals calls and will also eliminate the use of Tower 1, or its replacement, on these same calls. The lighter, shorter rescue vehicle should be more maneuverable in narrow city streets and will reduce wear and tear on the heavier fire apparatus, reducing maintenance and repair costs. Although this truck would have limited use in a structure fire response, it would be able to be the first responder in approximately 70 percent of the department’s current calls.

The Procurement Unit of the Financial Services Area issued a Request for Proposals for light rescue fire apparatus and seven proposals were received. Staff from the Fire Department, Fleet & Facility Unit, and the Financial Services Area reviewed the proposals and Ferrara Fire Apparatus, Inc., Holden, LA was scored as best fitting the needs of the City. The proposal from Ferrara Fire Apparatus, Inc. met all of the Fire Department’s requirements and was the lowest priced proposal.
