Attached for your review and approval, please find a resolution to approve an agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) to install rectangular rapid flashing beacons (RRFBs) at three (3) locations using City forces. The agreement is required to reimburse City crews using federal aid Safety funds. The funds will pay for 80% of the construction/ installation costs.

The project consists of installing RRFBs on Geddes Road at Gallup Park; Fuller Road 400 feet east of Cedar Bend Drive; and on South University Avenue at Tappan Avenue. The work will include pavement markings and curb ramp work as necessary. Each of the sites has a history of pedestrian crashes that made them candidates for Safety grant funding.

The construction documents were prepared by staff and submitted to MDOT for their approval, which was received December of 2013. Construction is scheduled to begin in spring of 2014 and continue until May 2014. The City of Ann Arbor will act as the Project Manager and install the equipment using City forces.

One requirement for this type of project is that the City enters into an agreement with the State stipulating rights and responsibilities of the parties. It is the same type of agreement that has been used on other federally funded projects. The cost of the installation work will be funded by the approved Major Street Fund operations and maintenance budget to be reimbursed by MDOT from the Budget as shown below:
