Resolution to Direct Amendments to City Code to Prospectively Apply Locational Restrictions to Short Term Rentals
Memorandum
Upon adoption of Ann Arbor City Code Chapter 97 (Short Term Rentals), the City continues to evaluate the impact of this ordinance on properties in the City, and seeks to consider the prospective application of some locational aspects relative to the ownership of property currently specified in Chapter 97.

Whereas, Short term rentals are an emergent industry in Ann Arbor;
Whereas, Numerous property owners have entered into the business of short term rentals in the City of Ann Arbor prior to specific City regulation;
Whereas, Through adoption of Chapter 97 (Short Term Rentals) by the City of Ann Arbor on September 8, 2020 such uses will be licensed and regulated as business enterprises in the City; and
Whereas, The City of Ann Arbor desires to apply some aspects of Chapter 97 prospectively only, including location and ownership status;
RESOLVED, That City Council hereby directs the City Administrator, and Planning Commission, if applicable, to develop and propose amendments to Chapter 97 (Short Term Rentals) and/or Chapter 55 Unified Development Code to create the appropriate regulatory structure to enable the continued operation of preexisting short term rentals.
