Resolution to Approve a Construction Contract with RMD Holdings, Ltd. d/b/a Nationwide Construction Group for On-Call Guardrail and Fence Repairs (Not-to-Exceed $100,000.00 Over Two Years)

Attached for your approval is a resolution authorizing a 2-year construction contract with RMD Holdings, Ltd. d/b/a Nationwide Construction Group for up to $100,000.00 for on-call guardrail and fence repairs.
Public Works utilizes outside contractors to perform maintenance and repairs of damaged City-owned guardrails and fencing. RFP #22-33 was advertised on the City’s Website and on the Michigan Inter-governmental Trade Network (MITN) website. One (1) proposal was received and publicly opened on April 26, 2022 from RMD Holdings, Ltd. d/b/a Nationwide Construction Group whose proposal is responsive and the best value to the City.
Budget/Fiscal Impact: Funding is available in the approved FY23 Operation and Maintenance budgets within the Public Services Area. As tasks are performed, their associated costs will be charged to the appropriate funding sources. Funding is anticipated to be available in future fiscal years, if so approved by City Council.
RMD Holdings, Ltd. d/b/a Nationwide Construction Group complies with the City’s Non-Discrimination and Living Wage ordinances.

Whereas, Guardrails and fences owned by the City need periodic maintenance and occasionally get damaged and must be repaired;
Whereas, These activities are best performed by an outside contractor with materials and expertise in guardrail and fence repair;
Whereas, In response to this need, Public Works published RFP #22-23 for on-call guardrail and fence repairs and one (1) proposal was submitted by RMD Holdings, Ltd. d/b/a Nationwide Construction Group;
Whereas, RMD Holdings, Ltd. d/b/a Nationwide Construction Group is a qualified responsible proper and complies with the City’s Non-Discrimination and Living Wage Ordinances; and
Whereas, Funding is available in the approved FY23 Operation and Maintenance budgets within Public Service Area, and in future budgets subject to approval by Council;
RESOLVED, That City Council approve a construction contract with RMD Holdings, Ltd. d/b/a Nationwide Construction Group in the amount not to exceed $100,000.00 over a 2-year period, subject to funding availability, for on-call guardrail and fence repairs;
RESOLVED, That the City Administrator be authorized to renew the agreement for up to one additional one-year period providing both parties agree to an extension and subject to the availability of funds;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
