Memorandum
Attached for your review and approval is a resolution to approve a contract with Doan Construction Co. (Doan) in the amount of $230,660.00 for the 2024 Sidewalk Gap Elimination Project (RFP No. 24-14).

The project consists of installing new sidewalks in select gap locations, utilizing funding from the Sidewalk Construction Millage that voters approved on November 3, 2020 and special assessments. Selection of locations is guided by the existing sidewalk gap prioritization and capital planning processes. This year's work includes two areas:

* Stone School Road (Eisenhower Pkwy to Packard St)
* Glendale Circle (up to Fair St) and Fair Street gap

The project was bid through the City's Purchasing Unit. On April 2, 2024, one proposal was received for this work. A selection committee comprised of Public Services staff reviewed the proposal and determined the proposal from Doan provided best value based on the criteria provided in ORD-21-41:

* Workplace Safety (20%)
* Workforce Development (20%)
* Social Equity & Sustainability (20%)
* Schedule of Pricing/Cost (20%)

The proposal provided by Doan included a bid of $230,660.00. Based on the review of the submitted materials, staff recommends that Council approve a contract with Doan for this project. Doan complies with the City's Non-Discrimination and Living Wage ordinances as well.

Budget/Fiscal Impact: This project was placed in the Capital Improvements Plan (TR-AT-22-15 and TR-AT-22-29). The Stone School Road portion of the project includes the construction of sidewalk adjacent to seven parcels within Pittsfield Township, thus creating the need for special assessment district #64 (separate Resolution File No. 24-0726).
