Resolution to Accept a Michigan Economic Development Corporation Grant and Approve a Grant Agreement for the Bicentennial Park Splash Pad ($1,000,000.00) (8 Votes Required)
Memorandum
This resolution seeks City Council acceptance of a grant and approval of a Grant Agreement with the Michigan Economic Development Corporation for the development of the Bicentennial Park Splash Pad.

This State of Michigan grant was secured by State Senator Jeff Irwin, and the entire Ann Arbor legislative delegation to aid the Ann Arbor Parks and Recreation Services in the creation of a splash pad at newly renamed Bicentennial Park to honor the City's bicentennial. The $1,000,000.00 will go directly towards financing the purchase of splash pad equipment and related construction of the Bicentennial Park Splash Pad.

The City has contracted with ROWE Professional Services Company to support the design of Bicentennial Park improvements. The City Council also approved the purchase of the splash pad equipment through the purchasing cooperative, Sourcewell in R-24-027. The City is finalizing a Request for Proposal for the splash pad construction. In addition to these tasks, the City is also working with additional agencies to support the development of the park through monetary and in-kind donations.

Budget/Fiscal Impact: As the City awaited these grant funds, orders of equipment needed to be made to meet the 2024 timeline. Therefore, Parks requested and Council appropriated funds from the General Fund (R-24-0278) in case it became necessary to pay for that equipment before the grant funds were received.

As no expenditure of this general fund money was in fact required, the funds appropriated from the General Fund by R-24-0278 will not be used for this project and will be returned to the General Fund fund balance.

No matching funds are required for acceptance of this grant award.
