Resolution to Approve Amendment to the Council Rules

The Council Administration Committee distributed the attached proposed amendment to the Council Rules as a communication item on the July 20, 2026 Council Agenda with the intent to sponsor a Resolution to Approve Amendment to the Council Rules on the August 6, 2026 Council Agenda. This amendment to Council Rules is intended to ensure transparency and accessibility.  The amendment has been reviewed with the City Administrator, City Clerk and City Attorney.

Whereas, City Council strives to be transparent and accessible to the public;

 

Whereas, Council meetings that extend into the late night hours hinder full public participation;

 

Whereas, The Council Administration Committee believes that an amendment to the Council Rules limiting late night votes but also allowing for flexibility to continue meetings to avoid delays in urgent matters will ensure that meetings remain accessible and transparent without inhibiting progress in City initiatives; and

 

Whereas, After a review process with the City Administrator, City Clerk and City Attorney, the Council Administration Committee has recommended revisions to Council Rules to advance transparency and accessibility while maintaining expediency;

 

RESOLVED, That the City Council adopts the attached amendment to the Rules of the Council.
