Memorandum
This resolution requests approval of Amendment No. 1 to the Professional Services Agreement for Weatherization Services with All Weather Comfort Solutions LLC. City Council approved a Professional Services Agreement for $270,000.00 with All Weather Comfort Solutions on June 1st, 2026, in Resolution R-26-0809.

At the time of contract approval, the City had a budget of $400,000.00 for weatherization (insulation) work in the neighborhood (funded by the Michigan Public Services Commission grant).

Since the original contract approval, we have identified additional need for weatherization work and received a reallocation of grant funds increasing weatherization funding to $812,500.00 Grant funds must be fully expended by August 15th, so timely completion of the work is essential.

Given All Weather Comfort Solution's confirmed ability to handle an increase in work assignments, Staff seeks to increase their contract to reflect the increased total funding and their larger share of the total work assignments.

All Weather Comfort Solutions complies with the City's Non-Discrimination and Living Wage ordinances.

Budget/Fiscal Impact: The funding for these services is available in the approved project budget, funded by the Michigan Public Service Commission.
