Attached for your consideration is a resolution to approve a Professional Services Agreement with Baker and Associates to conduct Electric Vehicle Charging Station (EVCS) design and construction management services as part of the City's successful Charging and Fueling Infrastructure grant. In particular, Baker and Associates would conduct required Phase 1: Pre Construction Services (e.g., site feasibility evaluations, design work, utility coordination, electrical capacity assessments, cost analysis, and other technical requirements), across a pool of 30-45 candidate sites that the City has identified. Working with Baker and Associates, the project team will continually eliminate and refine sites based on viability variables, eventually landing on a final group of 10-20 sites for formal EVCS installation.
Once the final sites have been determined, Baker and Associates will begin Phase II: Final Designs and Construction Management Support services, helping to complete EVCS engineering designs, including completing all final engineering drawings, permitting, construction management support, and completing any other technical documents needed for construction. Baker and Associates will NOT construct the systems as the City intends to issue a separate solicitation for construction services.
These services (Phase I and Phase II) are for the Charging and Fueling Infrastructure (CFI) award that the Office of Sustainability and Innovations (OSI) received in 2025. These tasks must be completed before the City can unlock additional funding to actually install the EVCS.
