Resolution to Approve the Ann Arbor Housing Commission FY27 (July 2026 to June 2027) Annual Plan and Moving to Work (MTW) Supplement Plan

Memorandum
The Quality Housing and Work Responsibility Act of October 1998 introduced Five-Year and Annual PHA Plans to provide a ready source for interested parties to locate basic PHA policies, rules and requirements concerning the PHA's operations, programs and services and to inform HUD, families served by the PHA, and members of the public of the PHA's mission and strategies for serving the needs of the low-income and very low-income families. In addition, AAHC is required to submit the MTW Supplement to the Annual PHA Plan. The MTW Supplement collects information about policies implemented by MTW expansion agencies. MTW Supplement is submitted as part of the next regularly scheduled Annual PHA Plan.
The Commission is required to submit to HUD a new Annual Plan, and MTW Supplement Plan no later than April 17, 2026. AAHC staff met with the Resident Advisory Board (RAB) on December 3, 2025, to review, discuss and answer questions regarding the Agency Plan, which are incorporated into the Plan.
The AAHC's Annual Plan, and MTW Supplement Plan were on public display for a minimum of 45 days at the Commission's Offices (Miller Manor, Baker Commons, Industrial) and on the Commission's website, beginning December 3, 2025, through January 21, 2026. The required Public Hearing was held on January 21, 2026, during the regularly scheduled Board Meeting to further receive resident and community comments and additional comments were received.
The Plan is now complete and ready for Board consideration and approval and subsequent execution of relevant certifications by the President of the Board and the Executive Director.
