Resolution to Appropriate Fund and to Amend the Public Services Area Transportation Unit General Fund Operations and Maintenance Budget to Procure and Install Signage Related to Federal Civil Immigration Enforcement Activities ($20,000.00) (8 Votes Required)
Memorandum
During the City Council meeting held on 2/2/2026, City Council approved #R-26-042 which mandated that clear signage stating that the property is owned by the City of Ann Arbor and may not be used for civil immigration enforcement, including as a staging area, processing location, or for other civil immigration operations be installed at City-owned parking or vacant lots. Attached is a resolution seeking authorization to appropriate the necessary funding to facilitate this work.
The Signs and Signals unit will procure the signs and various units throughout the City will assist in the installation process with a completion deadline of May 3, 2026.
Budget/Fiscal Impact: Procurement of non-traffic related signage does not qualify as an eligible activity under the funding source, Major/Local Street Funds (Act 51), within the Transportation Sign/Signal Budget. Consequently, an appropriation of $20,000.00 is necessary from the General Fund Unobligated Fund Balance to fund the mandated effort.

Whereas, The procurement and installation of signage aligns with the City's commitment to ensuring the safety, dignity, and human rights of all residents, regardless of race, religion, immigration status, national origin, and other protected traits;
Whereas, More than 80 locations have been identified for signage installation throughout the City; and
Whereas, Eligible funding is not available to facilitate the procurement and installation of signage regarding the Federal Civil Immigration Enforcement Activities on City-Own property;
