Memorandum
Attached for your review and action is a resolution for improvements to South Maple Park and Dexter Park. Improvements at South Maple Park include installation of pickleball courts, tennis courts, sidewalk, and an expanded parking lot area. Improvements at Dexter Park include the installation of a basketball court, pavilion, seating areas with accessible grills and sidewalk connections.

Solicitation of Bids: Park staff solicited proposals with Public Improvement Request for Proposal #25-57 through the City's Procurement Unit. The documents were advertised on the City's Website and on the Michigan Inter-governmental Trade Network (MITN) website. On December 3, 2025, five (5) proposals were received and publicly opened.

A selection committee comprised of Community Services staff and managing consultants reviewed the proposals and determined which bidder was the Best Value based on the criteria in ORD-21-41:

* Workplace Safety (20%)
* Workforce Development (20%)
* Social Equity & Sustainability (20%)
* Schedule of Pricing/Cost (20%)

After reviewing and scoring the proposals, staff ranked the responding firms in the following order:

1. Brencal Contractors, Inc.
2. DeMaria Building Company
3. Anglin Civil, LLC
4. Granger Construction Company
5. Fonson Company, Inc.

Brencal Contractors, Inc. received the highest score among the proposals reviewed by the selection committee. Therefore, staff recommends approving a contract with Brencal Contractors, Inc. in the amount of $1,711,338.91 for the project.

Brencal Contractors, Inc. complies with the requirements of the City's Non-Discrimination, Prevailing Wage, and Living Wage Ordinances.
