Ordinance to Add Chapter 125 (Special Events) to Title IX (Police Regulations) of the Code of the City of Ann Arbor
Memorandum
This ordinance replaces Section 10:152 (Parades and competitive events) and formalizes Special Events, which will now be allowed on public or private property. It defines a Special Event as a “temporary organized activity held on public or private property that deviates from the normal usage of the property intended to attract over 100 people.”
The ordinance will require a City-issued permit be issued before a “Person, Property Owner, or Occupant” can host a Special Event. The ordinances gives the City 60 days to review Special Event applications, unless that timeline is waived by the City Administrator because of extenuating circumstances.
The proposed Special Events ordinance also requires compliance with other applicable City Code provisions such as the Fire Code, UDC/Zoning Code, Streets and Sidewalks Ordinances, the Construction (Building) Code, and the Noise Ordinance.
