L. Stambaugh called the meeting to order at 7:03 P.M.

APPROVAL OF AGENDA  
A motion was made by Winkler, seconded by Cowan that the  
agenda be Approved as presented. On a voice vote, the Chair  
declared the motion carried.  
APPROVAL OF MINUTES  
A motion was made by Winkler seconded by Garber, that the  
Minutes be Approved with changes by the Commission and  
forwarded to the City Council and should be returned by 6/1/2026.  
On a voice vote, the Chair declared the motion carried.  
INTERNAL BUSINESS  
Follow Up on Ongoing HRC Work  
Conversion Therapy Discussion: K. Cowan reported that the US  
Supreme Court has overturned the language used to prohibit conversion  
therapy on minors. The commission discussed the decision of the US  
Supreme Court and ways the commission can still support the ban  
against conversion therapy on minors in the community. Ann Arbor has  
an ordinance banning conversion therapy on minors. City Council  
passed the ordinance, which is enforced by the AAPD, in 2021. The State  
of Michigan passed a similar ban in 2023. More information and details  
to come.  
Community Reentry Coalition Discussion: L. Stambaugh reported that  
she and P. Meadows have been attending the Community Reentry  
Coalition meetings. A lot more people have been attending the  
community meeting L. Stambaugh also shared that she presented on a  
panel about t the Fair Chance Access to Housing Ordinance. L.  
Stambaugh distributed flyers with information regarding housing rights  
and additional resources. In addition, L. Stambaugh provided the  
commission with the information and knowledge she received at the  
meeting.  
The Road Home Documentary Discussion: J. Garber shared that he  
thought the documentary was great and had a lot of resourceful  
information for community members. The event took place on April 23,  
2026. Other commissioners provided their thoughts and feedback on the  
premier of the documentary.  
Complaints: J. Garber reported the commission has received 1 new  
complaint since the last meeting. Currently there are four complaints  
under review.  
New Commission Appointment: L. Stambaugh shared that the  
commission interviewed an applicant recently to become a  
commissioner. The application has moved forward to the next City  
Council meeting on Monday, May 18, 2026 for final confirmation. More  
information and details to come.  
AAPD Meeting: L. Stambaugh asked commissioners if anyone is  
interested in attending the upcoming AAPD meeting. Commissioners  
provided their availability to attend an upcoming meeting. A meeting has  
not been rescheduled yet at this time. More information and details to  
come.  
Upcoming Events: L. Stambaugh shared that the ICPOC Memorial  
Social Justice Symposium will be held on May 19, 2026 from 6:00pm to  
8:00pm. All are welcomed to attend and can RSVP ahead of time.

NEW BUSINESS  
Homeless Encampment Sweeps Presentation: A student from the  
University of Michigan gave their presentation on Homeless  
Encampment Sweeps to the Human Rights Commission.  
Commissioners then engaged in a dialogue with the student presenter  
about their work and provided the student with their thoughts and  
feedback. The commission discussed supporting or creating a resolution  
to be presented to City Council on this topic. More information and  
details to come.  
Unarmed Crises Response Presentation: Students from the University of  
Michigan gave their presentation on Unarmed Crises Response to the  
Human Rights Commission. Commissioners then engaged in a dialogue  
with the student presenters about their work and provided the students  
with their thoughts and feedback. The students informed the commission  
that they have presented to senior executive team of the Ann Arbor  
Police Department.  
COMMISSION COMMUNICATIONS  
Follow Up on Outside Group Work  
City Council Report: CM Ghazi-Edwin Council reported that City Council  
has started budget season in this month and anticipates that different  
organizations will need more funding from City Council. More information  
and details to come. CM Ghazi-Edwin also shared that the City is still  
moving forward with the unarmed response program and is still working to  
create a searchable database of all rental properties in the City. The  
database will include accessibility, income, and family size features.

Winkler moved to adjourn the meeting, seconded by Garber. The  
meeting was adjourned at 8:50 P.M.
