L. Stambaugh called the meeting to order at 7:02 P.M.

APPROVAL OF AGENDA  
A motion was made by Garber, seconded by Noell that the agenda  
be Approved as presented. On a voice vote, the Chair declared the  
motion carried.  
APPROVAL OF MINUTES  
A motion was made by Winkler seconded by Garber, that the  
Minutes be Approved with changes by the Commission and  
forwarded to the City Council and should be returned by 4/6/2026.  
On a voice vote, the Chair declared the motion carried.  
INTERNAL BUSINESS  
Follow Up on Ongoing HRC Work  
NAACP Introduction: Andre Watson, the Ann Arbor NAACP president,  
introduced himself to the commission and shared the current work the  
NAACP chapter of Ann Arbor is doing. A. Watson also shared the history  
and impact of the Ann Arbor NAACP chapter. A. Watson provided the  
commission with upcoming events hosted by the Ann Arbor NAACP and  
invited the commission to collaborate more with the organization. The  
commission discussed ways to be more involved with the NAACP.  
AAPD Meeting: L. Winkler shared that commissioners met with  
Commander Dunlap. L. Stambaugh shared the Ann Arbor Police  
Department has added the words “Ann Arbor Police” to its police officer’s  
uniforms to make their identification clear to community members. L.  
Stambaugh also shared that t meetings with the AAPD will continue to be  
held every other month. More information and details to come.  
Community Reentry Coalition Discussion: L. Stambaugh reported that  
she and P. Meadows have been attending the Community Reentry  
Coalition meetings. L. Stambaugh also reported that at an upcoming  
meeting, she will be presenting on a panel about t the Fair Chance  
Access to Housing Ordinance. All are welcomed to attend.  
Upcoming Events: L. Stambaugh shared two upcoming events for the  
commission to attend. The first event is the premiere of the documentary  
The Road Home. The event will take place on April 23, 2026 at 6:00pm  
and May 7, 2026 at 6:00pm. All are welcomed to attend and must RSVP.  
The second event is the ICPOC Memorial Social Justice Symposium.  
The event will be held on May 19, 2026 from 6:00pm to 8:00pm. All are  
welcomed to attend and must RSVP.  
Complaints: J. Garber reported the commission has not received any new  
complaints since the last meeting. Currently there are five complaints  
under review.  
Administrative Notes Discussion: L.Stambaugh reported that the  
commission has received new applications of individuals wanting to  
serve on the commission. L.Stambaugh informed the commissioners  
that all applications will be reviewed and considered. Currently the  
commission has 1 vacancy.  
OLD BUSINESS

NEW BUSINESS  
Conversion Therapy: L. Stambaugh shared the history of the creation of  
the Ann Arbor ordinance banning conversion therapy on minors. City  
Council passed the ordinance, which is enforced by the AAPD, in 2021.  
The State of Michigan passed a similar ban in 2023. L. Winkler  
discussed the recent SCOTUS decision about the Colorado law banning  
conversion therapy on minors, the possible implications of that decision  
for the Michigan and Ann Arbor conversion therapy laws, and the means  
by which conversion therapy on minors may still be able to be legally  
regulated. L. Winkler has reached out to John Reiser of the City  
Attorney's Office, who worked with the HRC to draft the City's ordinance,  
about this.  
COMMISSION COMMUNICATIONS  
Follow Up on Outside Group Work  
City Council Report: C. Watson reported that at on April 20, 2026, the  
City Administrator will be presenting the annual budget to City Council. C.  
Watson also reported about the homeless population in the Washtenaw  
County. The homeless population in the county has increased 42% since  
December of 2024. C. Watson shared that he will keep the commission  
informed of reports and updates about the homeless population. C.  
Watson also provided the commission with an update on the unarmed  
response program. The commission discussed and provided feedback  
about the unarmed response program. More information and details to  
come.  
ADJOURNMENT  
Winkler moved to adjourn the meeting, seconded by Garber. The  
meeting was adjourned at 8:00 P.M.
