Ms. Hall, Mr. Nielsen, and Mr. Kaplan presented the request for the DDA to consider a long-term parking  
agreement (15 years) with the 350 S. FIfth Development Partnership for off-peak parking permits at the  
4th & William parking structure. This agreement is necessary for the developer to secure financing.  
Questions were asked and answered. The request will be brought to the May board meeting.  
Ms. Hall presented the AAHC's $25,000 grant request to support the creation of the documentary, "The  
Road Home." The request was received and considered at the 3/11/2026 DDA Executive Committee  
meeting. The request will be brought to the May board meeting.  
Ms. Thomson and Ms. Miller provided an update on the DDA Development Plan. City Council will vote  
on the Development Plan at its Monday, April 20th meeting. The Service Team element of the  
Development Plan will be discussed at an April 27th City Council Work Session. The DDA will proceed  
at the direction of Council on the preferred approach to piloting a downtown service team. Questions  
were asked and answered.  
Ms. Miller provided a N. Main Street Study update. Questions were asked and answered.  
Ms. Miller provided a Fourth Avenue Project update. Questions were asked and answered.  
Ms. Thomson shared the results of board member poll about DDA meeting times. The results showed  
moving the Board meeting time to 11 am - 1 pm, consistent with the Work Session, was preferred.  
Also, the May Board meeting will be held on May 6th instead of May 13th. Ms. Graves will send out  
updated meeting invites reflecting the new Board meeting time and the May meeting date change.
