Chair Carter called the meeting to order at 6:02 P.M.

APPROVAL OF AGENDA  
A motion was made by Othman, seconded by Haynes, that the  
Agenda be Approved as presented. On a voice vote, the Chair  
declared the motion carried.  
APPROVAL OF MINUTES  
Meeting Minutes  
A motion was made by Othman, seconded by Haynes, that the  
Minutes be Approved by the Commission and forwarded to the City  
Council due back on 4/6/2026. On a voice vote, the Chair declared  
the motion carried.  
Police-Community Interactions Presentation - Dr. Nickolas Camp  
Dr. Nickolas Camp presented his presentation of Police-Community  
Interactions to the commission and members of the public.  
Commissioners and members of the public asked questions and  
provided the presenter with their thoughts and feedback.

REPORT FROM THE CHAIR  
Chief Anderson Presentation Discussion:Chair Carter reported that the  
commission will host the commissions symposium on Tuesday, May 19,  
2026 from 6:00pm-8:00pm.Chief Anderson will present his program  
about his experiences in Ferguson following the death of Michael Brown,  
and a history of protests. The event will take place at New Hope Baptist  
Church. More information and details to come.  
Chair and Vice Chair Nominations: Chair Carter announced that the  
2026 Commission election for Chair and Vice Chair will take place at the  
April commission meeting. Chair Carter asked commissioners to  
consider nominating a commissioner or themselves for either role.  
AAPD RMS System: Chair Carter reported that the Ann Arbor Police  
Department is requesting for Congressionally Directed Spending to  
implement a modern Records Management System (RMS). The  
commission discussed the important role in fostering a transparent  
relationship between AAPD and the community. Vice Chair Othman  
discussed his experience with attending presentations from potential  
vendors and indicated that the approval of the selection had been  
supported by ICPOC. More information and details to come.  
Know Your Rights Card: Chair Carter reported that City Council passed  
a resolution last month declaring non-public areas of city property,  
off-limits to ICE and border control.The adopted resolution expands the  
City of Ann Arbor policy on civil immigration with intentional City efforts.  
The City's Supportive Connection office and City Clerk office have  
printed "know your rights" cards available for community members.  
OLD BUSINESS  
2025 Annual Report Discussion  
Chair Carter reported that the 2025 annual report will be completed  
soon. The annual report will be a formal report that will available in print  
and electronic format for community members. Commissioners  
discussed the language of the annual report draft and provided thoughts  
and feedback to update the report.  
A motion was made by Green, seconded by Haynes, that the  
language in the drafted 2025 annual report be approved as  
presented. On a voice vote, the Chair declared the motion carried.  
DRAFT ICPOC Candidates Questions  
Vice Chair Othman shared the drafted updated ICPOC candidate  
questions for upcoming interviews to fill the commissions vacant  
positions. Currently the commission has two vacancies. Commissioners  
discussed the language of the candidate questions and provided their  
thoughts and feedback.  
A motion was made by Green, seconded by Manley, that the ICPOC  
Candidate Questions be approved with changes. On a voice vote,  
the Chair declared the motion carried.  
NEW BUSINESS

REPORT FROM COMMITTEES  
Policy Committee  
No Policy Committee updates was provided to the commission at this  
time.  
Training Committee  
Commissioner Haynes reported that commissioners continued  
participating in Ride Along's with the Ann Arbor Police Department.  
Commissioner Haynes shared her thoughts and feedback on the  
experience. If commissioners are still interested in participating they can  
contact the commissions staff liaison.  
Outreach Committee  
Commissioner Liu reported that the outreach committee has published  
social media pages for ICPOC on Facebook, Instagram, and Twitter.  
Commissioner Liu requested that the commission cover the verification  
cost $32.99 a month of the social media platforms. The commission  
discussed the cost and agreed verification was necessary.  
Social Media Verification Cost  
A motion was made by Liu, seconded by Othman, that the  
commissions social media platforms verification cost be approved.  
On a voice vote, the Chair declared the motion carried.  
Planning Committee  
Chair Carter announced that the commission will be hosting the  
commissions second Memorial Social Justice Symposium this year with  
a new name, Jude Walton & Shirley Beckley Memorial Social Justice  
Symposium. The event is Tuesday, May 19, 2026, from 6:00pm-8:00pm  
and will be at New Hope Baptist Church in Ann Arbor, 218 Chapin St,  
Ann Arbor, MI 48103. Chair Carter reported that the Outreach  
Committee and the Planning Committee will collaborate and meet to  
arrange the event. More information and details to come.  
Information Manager Committee  
Vice Chair Othman reported that the Information Manager committee  
has received eight complaints so far this year. There are 5 complaints  
that are closed and 3 complaints that are currently under commission  
review and investigation. Vice Chair Othman also shared that the  
committee's AAPD transparency meeting will be held in April.  
CITY COUNCIL UPDATE  
C. Harrison reported that City Council on February 2, 2026, adopted a  
resolution strengthening the City's position against ICE and border  
control immigration enforcement in Ann Arbor. City Council declared  
non-public areas of city property, off-limits to ICE and border control.  
City Council resolution also addresses anti-masking policies. City  
Council passed the resolution last month to reaffirm and expand the City  
of Ann Arbor policy on civil immigration enforcement and mitigating  
erratic lawless tactics with intentional City efforts Commissioners  
discussed the idea of the commission supporting the resolution.  
A motion was made by Haynes, seconded by Othman that the  
commission support the adopted City Council resolution on civil  
immigration enforcement and mitigating erratic lawless tactics with  
intentional City efforts. On a voice vote, the Chair declared the  
motion carried.

Haynes moved to adjourn the meeting, seconded by Othman The Chair  
declared the meeting adjourned at 7:40 P.M.
